Actually, it's an NCO-ranked Beamter a.K. of the mittlerer Dienst [medium-grade career] equivalent to an Oberfeldwebel. Rank is either Kriegsverwaltungsassistent or Kriegswerkmeister.
(There were no Beamte a.K. of the einfacher Dienst anyway.)
The equivalent ranks held by Beamte a.K. were:
- Höherer Dienst [high-grade career] = equivalent to Hauptmann, Major, Oberstleutnant
- Gehobener Dienst [elevated career] = equivalent to Leutnant, Oberleutnant, Hauptmann
- Mittlerer Dienst [medium-level career] = equivalent to Feldwebel, Oberfeldwebel, Leutnant
Notice there is an overlap between the career groups. There were officials with a rank equivalent to Leutnant both in the medium-level- and the elevated career and officials with a rank equivalent to Hauptmann both within the elevated- and the high-grade career.
That's interesting as HM40 No.426 "Uniform und Abzeichen der Sonderführer im Offizierrang und der Beamte a.K." specifically mentions the einfachen Deinst......

I stand corrected about the absence of the einfacher Dienst career for Beamte auf Kriegsdauer. I was going by the listing of Bea. a.K. ranks in the German edition of Schlicht & Angolia, and they only identify the NCO-equivalent ranks of this group as being for mittlerer Dienst officials and make no mention of the einfacher Dienst for them at all.
However, if the two possible ranks they list for Oberfeldwebel-equivalent Beamte a.K. (Kriegsverwaltungsassistent and Kriegswerkmeister) are correct, this particular tunic would still be for an official of the mittlerer Dienst, as these two ranks occurred only in that career group, meaning that there were only Beamte a.K of the einfacher Dienst with a rank equivalent to Feldwebel.
(That's the overlap again: Normally, Oberfeldwebel-ranked officials occurred both within the einfacher Dienst and the mittlerer Dienst; but apparently, not within the abbreviated rank structure for the Beamte a.K.)
Thus, my listing of listing of equivalent ranks for Beamte a.K. from post # 12 should be:
- Höherer Dienst [high-grade career] = equivalent to Hauptmann, Major, Oberstleutnant
- Gehobener Dienst [elevated career] = equivalent to Leutnant, Oberleutnant, Hauptmann
- Mittlerer Dienst [medium-level career] = equivalent to Oberfeldwebel, Leutnant
- Einfacher Dienst [basic career] = equivalent to Feldwebel

You are correct in regards to the laufbahn of my tunic....the 2 stern would be indicative to a member of the mittlerer Dienst.
For reasons beyond my comprehension I have always thought the NCO official would have worn the tabs that officers wear for the mittlerer Dienst.....senile 'ol bastard
