If you check out this link, you can see that there are quite a few similar ones for sale on Ebay and they all have been listed as Wehrmacht officer's gaiters.

Spats or Spatter Guards were in fashion for civilian use from the late 1800s to the 1920s. You may be confusing these with Gamaschen. There are numerous types of military Gamaschen including those used by Gebirgsjäger Truppen. The type in this thread appear to be civilian. NH
These were not worn. Just looked in the Kleiderklass list. Cannot see them listed.
