What does this armband say?

Article about: I am working on a family album & would like to know the writing on this armband. The first word is Deutsche but I can't make out the 2nd part. Thanks for any help

    Nice photo... Note the lack of sleeve shield in your pic as well. I cannot determine if this was an early FAD group with the "New" RAD insignia on the caps. The hats may be the tell tale sign of when this picture may have been photographed . The "Real" Rad man IMO is Wim. Saris..

    The picture is of a gathering at the family house in Germany, late 30s. The men in uniform are not my relatives although most in the pic are. One of my Uncles belonged to "Organization Todt" & later was in the Whermacht. A 2nd Uncle was only in the Whermacht. Neither is in uniform. I thought the armband might be related to "Org Todt." My parents (both German)had immigrated to the U.S, met & married here when this was taken. 2 of the non uniformed men are my fathers brothers.What does this armband say?

    A few observations.. Although, The tunics have the open flap.. With wide pockets
