What uniform is this?

It has value as what it is. An example of a modification made due to need. All of the insignia was likely added at the time the tunic was modified. This was done very late in the war and speaks to the shortages that were a reality at the time. I would leave it as is as there is no way without handling to determine when the insignia was added.
