    It dose not look like a German coat to me, any tags or stamps inside ?.

    Check inside the pockets for tags , also is a close up of the dagger hanger if that's what it is .

    I would say yes it is.much altered for civviy wear.

    The black leather on the shoulders is likely from removal of the shoulder boards and straps. It is, I believe, a war-time coat that was altered, as Harry said, to wear in peace time.
