That's the first early RAD buckle in 45 mm for enlisted men . It was worne in late 1934 early 1935 .
The die stamped aluminium RAD "box buckle" was officially introduced in 1936 .

great double-claw as authorized since late 1933 (not late 1934). See page from one of my books
volume 5 from "Headgear of Hitler's Germany" with an article from the "Deutsche Hutmacher Zeitung".
Assmann was one of the first concerns making and selling this claw for all ranks. Their first
advertisement was published in the magazine "Sport und Arbeitsdienst" (which later became
the well-known "Schwert und Spaten"), number 2 from February 15, 1934.
Belt buckles (Kastenschloss) were at that moment not a part for a uniform, anymore. See the
phrasing "Alte Ausführung" and "Neue Ausführung" (old and new form).
The number at the reverse of the claw is the year of manufacturing! The using of the year-number
with buckles is very common for the Labor Service (RAD).
