Looks like an officers buckle that would have been on a brocade or leather belt..

Definitely can see the differences but do not know why. Not sure why the effort would be putting into patching or faking a RAD officers buckle. Field repair or forgery is the question in my mind. The patching has been there a long time. The front looks good to me but I do not have the experience even with books.

For me it looks like a RAD roundel bodged onto a broken hook from something else. this is nothing that was issued just a made up mess. As to when this was done I do not know.
