I don't know anything about them, but thise seems a rather bad attempt to make a RLB officers buckle...

I checked out a RLB brocade belt and buckle at the Maxx show a few years ago. It had the third pattern RLB eagle. The eagle was attached at a couple of solder point. The same attachment you see on Luftwaffa officers buckles. The buckle was frosted silver and had much better detail than the buckle you posted. I wouldn't spend much on this buckle without a lot more research.

Angolia shows a buckle like this in his revised edition. It might have a chance.
