so if the buckle isn't real, this old soldier must have done this with a 70's fake.

Vets brought back tons of fakes as well as good items. It was a cottage industry in the decimated post-war Germany to manufacture GI/tourist souvenirs for them. Times were incredibly hard-especially in the 45-46 Winter and people had to live. Their menfolk were away in POW camps and so they peddled junk to the occupation troops for a few dollars to buy food and fuel. This could just as easily have been made in Germany and been brought back by the elderly gent you mentioned. It's impossible to ascribe one definite origin for stuff like this. Bottom line being, it's not made from a real belt buckle, despite who and when it came back with.
