Thanks for posting a great photo. I think the brocade is the identical pattern as the Diplomatic brocade I recently posted.
The TeNo brocade should have two dark-blue stripes and a dark-blue backing. The
color is quite dark!
In the same style the brocade was for German state officials (Beamten, not having
the highest positions). The highest positions did have the stripes edged in gold (quite small).
By the way the color for the backing was not specifically mentioned in the uniform-regulation
(addendum to an order from March 11, 1940).
Diplomats from the "Auswärtiges Amt" did wear the stripes and backing in black!
(this was specifically described in the regulation for the black uniform: Beschreibung des
schwarzen Tagen-Dienstanzuges des Auswärtigen Amts), order 659 from September 30, 1942.
The backing looks black but I think it is a very dark blue. I need to look at it under natural light.
