The bottom buckle looks like a post war with a provincial hereldic emblem.

Both are for the state of Westfalen (Westphalia).
The top one - with the oak leaves wreath - is indeed for a Forestry official. The bottom one - with the laurel wreath - is for a Fire Brigade officer. *) (ID as per John R. Angolia's "Belt Buckles and Brocades of the Third Reich")
*) I am not 100 % certain whether this design was exclusive to the Fire service or perhaps also worn by Westfalian state Police/Judicial officials, though.
