Looks like a good Paul Seilheimer HJ knife to me and I agree it was painted.

IMO, its ok, but the scabbard is repainted and dosent match the knife, but both parts are time period.

Origional RZM marked hj knife with repainted scabbard, damaged daimond insignia & a buffed up blade.
