Hi,
Veljekset Sundgvist indeed was a famous maker of a lot of small items in Finland in WW2. However I don´t recollect them making these kind of rings. I´m very doubtful as to the design too so personally I would classify this ring as a reproduction or a fantasy item but wait for the experts for the "final" word on this item!

The diving eagle on the ring represents German paratroopers (Fallschirmjäger)... the eagles in flight on either side represent the German airforce (Luftwaffe).
I'll warn you that rings are a very tricky area in this hobby. 99.9% are faked
