Looks like "SS-TOTENKOPFVERBÄNDE COLLAR TAB FOR NON-GERMANIC KL GUARDS"

That tab has nothing to do with Totenkopfverbände and was also not for non-Germanic guards.
This tab was used for temporary German guards from other units and branches non-SS...
