I can only guess the two gentlemen without jackets have been transfered from the SA into the Allgemeine SA and are awaiting proper uniforms. Both are wearing shoes with gaiters also.

Most standard references state that the second-pattern skull was introduced in 1934.
However, while this is the year that it saw widespread use, it is actually already seen in photographs from 1933.
