It may be that the film was updated with later footage.

Someone can surely find this out.

For instance, in You Tube is a Pathe newsreel of the Anschluss in March 1938 which also contains footage from an earlier period to the year 1938.

The Deutsche Wochenschau was infamous for containing actual combat footage as well as fabricated footage from another time and place and so forth.

With your evidence on the New Reichs Chancellery, I believe that this scene was added in the mix of others and is from a later time.
