Thank you all. This item is being sold by Bill Rannow. Can anyone vouch for his reputation? Is he a good militaria dealer to buy from?

I have not dealt with him personally, but I have not heard of any problems. I think he is reputable by all accounts.

I know Bill personally and he is a good, honest dealer. The cuff title is 100% authentic, so no worries.
