I have no idea other than to generalize from experience. A fraction of the officer caps ones sees were Kammerexemplare, i.e. not issued and survived the III. Reich unused. In this case, this cap was likely made to order, and worn in service or as an Ausgeh cap, or whatever. The textile rationing of wartime meant that such an item was more difficult to secure, and more of these got used up and also destroyed in the decades when this stuff was considered by its owners or ex owners to be junk. I am of the generation who witnessed this in West Germany, where I studied. Also, the ownership of SS material for a long time after May 1945 was hardly the ticket to good society in the midst of denazification and the backlash against the Nazis that was fairly evident. It may surprise some who read this, but for many average citizens, the SS had a pretty bad reputation and one was not desirous of any association with same.
