German volunteers map

I am trying to reproduce this known map, that can be found in very low quality picture. I am almost ready but can't read what's wriiten on the red arrow, can someone read It?
When the map is ready I will share It on the forum.

I think it reads :

" Die Armschilde mit den völkischen Sinnbildern und die Kragenspiegel mit den politischen Sinnbildern der freiwilligen ( ? ) aussen- und nichtdeutschen Einheiten der Wehrmacht und Waffen-SS " .

O.K. - I'll confess my eyes are not THAT good .
I simply assumed the text would be similar to that on the following picture .
BUT - do note that they are not identical . IMO there is at least the addition of the word " Freiwillige " - and of " der Wehrmacht " . Which makes sense , since many of the shields pictured are WH , not SS ..
