This is a Germanische SS insignia, is it not; that is, as used in the Nordic countries with their Allgemeine SS epigoni?

It certainly is.
These "SS runes" sleeve diamonds were worn on the upper sleeve of the black tunic by the G-SS in Flanders (on the left arm), in Norway and the Netherlands (on the right arm). They were not worn by personnel of the Danish Schalburg-Korps.
There was also an "SS" sleeve diamond for wear with fencing dress (Heydrich being a well-known wearer), but that one was unpiped and, unless I am very much mistaken, its runes where somewhat more squat in appearance.
