yes it the the shooting awards from the city Schmalkalden Thueringen 57th Standarte.
Badge is also manufactured in the same city.

It called a variations buckle, some connect this style to the SS.
For my view it is a harder to find SA buckle variations.
The collectorsguild has such a straight wing buckle on the site as sold (for $698)
