This order repeats what it is in the 1935 directives of the RZM to the effect that the Wachverbaende/SSTV insignia can only be gotten from within the organization.
The use of locally made insignia was apparently a phenomenon in the SS, and proscribed overall after the middle of 1934.

In answer to your question, the order referenced is RFSS-Befehl IA/O Nr. 01294 issued on 18. March 1935. It delineated the insignia for the SS-Wachverbaende and you are correct that it introduced the pirate type skull for the SS-TV.
In January of 1936 Eicke started the process of updating the insignia and the March order published by Andrew Mollo was the result. It thus replaced the old Himmler insignia order you were asking about.
Regarding the directive about punishing the private manufacture in the SS court, Pohl pointed out to Heissmeyer later that month that the directive was worthless as the SS Court only held jurisdiction over SS members and was powerless to act against private firms.
