Found this:
The War Merit Cross 2nd Class without swords was presented to those whose actions were deemed to be in the furtherance of the war effort but not directly involved in military operations. This could mean civilians such as teachers and industrialists, or Military personnel on occupation duty or POW camp guards.
So my guy could have got it too. Do you think that saving the general's car from destruction as the place was bombed by the allies, could have given him the KVKII without swords or the EK?

Very hard to say for sure? I would not have thought the EKI would have been given for that, but the KVK II might be a possibility? I cannot say more than that. I would be guessing which is unfair.
But your guy could certainly have been awarded it.

Pity heah. But i don't think it was always a choice or option. They had to do it, especially POWs. Otherwise they weren't allowed to wear them.
