A fake according to information I was previously told by one of the real masters on German cloth insignia. And it is a fake pennant adler which should have a black backing and not a sports vest adler as this design was never used for the sports vest.

Sadly, even with the new picture it is still a fake and these have been around since the 1970's. They are very nicely made, but are not original.
