Very odd. At first glance I thought it was an SS-pattern metal cap eagle, but clearly it isn't. As Friedrich-Berthold pointed out, it is facing in the wrong direction. Also, the head/neck/shoulder portion of the eagle is quite different.
Is this image associated with some location?
If it is French, maybe the arm badge is of local make.
In any case, the reality of our interest is always richer and more interesting than dumb collector check lists and ridiculous "text books."

I personally wouldn't accept this as "photographic proof". I don't think the eagle belongs to this photograph and it has been added.
Looking closer at the photograph under magnification, I got the impression that you were right.
Lo and behold, after a subsequent reverse image search, I came up with this version* of the photograph:
Clearly, the signature and watermark have been digitally removed and the eagle's head incorrectly "restored".
