Black breeches were worn by many organizations of the era. The SS breeches varied, and tend not to have flaps on the thigh pockets. In the best cases, they are heavily marked, as the early example I have enclosed.
However, they can have fewer markings and still be quite real.
Such less emblazoned ones are naturally less expensive.

That's a real tag. Whether it has always been in said breeches is a question, but it is possible, surely.

the stitching attaching this tag to the breeches goes clean through to the exterior of the garment judging by the photographs. am i seeing this right? is there significance to this?

The tags and such tend to be in the back of the garment. The breeches are of the era, but they may well not be SS.
These VA RZM SS tags are not common, whereas the fakes are legion.
I would not pay very much for said breeches, especially if the tag is affixed oddly in an odd place.
