Whoever washed it was likely trying to take the stain from the white roundel-unsuccessfully, though, apparently. For what it's worth, it looks like a genuine piece.

What does the large tag mean?
The large tag means that this style of brassard conforms to the specifications of the Reichsfuehrung SS. These tags were or were not introduced in mid 1934.
The smaller tag is the contract number with the year.
