An interesting piece. I wonder what the purpose of this was. The two holes would seem to indicate it was meant to be mounted on a placque. I would not be suprised to find that one of our membership has the answer.

It's for a car rally held by the 10th SS-Motorstandarte on 5th/6th October 1935 with Neustadt an der Haardt in the Rhineland-Palatinate as its destination. Since 1937, the town has been known as Neustadt an der Weinstraße. This is in one of Germany's prime wine-growing regions, hence the grapevine ornamentation.
I cannot comment on the item's authenticity.
