It is a regular army (Heer) uniform.
The Wehrmacht panzer units wore the totenkopf as it was/is(?) a tradition badge dating back to the Prussian Hussars under Frederick the Great.
I'm sure one of the others will elaborate further on this.

Your picture is that of an ARMY panzertruppen gefreiter.
The skulls were the "tradition" badge of all tank troops and were worn instead of the normal collar litzen.

PS: SS tanks troops also wore the skulls on the collar tabs but in normal SS style.

Hi Ian, just to clearify your post: the only SS Panzer troops to wear the deathshead, but in cloth collar tabs, were 3rd SS Panzer Division "Totenkopf". All the others wore Runes etc.

Agree with all the above, and would add that if that NCO had been SS, he would also have been wearing an eagle & swastika badge on his left sleeve
