Do find copies of the Beaver books, as well as the others on Panzer uniforms in their number to get an idea of an authentic piece.
This item is a pretty awful fake, and I do not collect wartime uniforms.
You have enough information to send the piece back. All of the criticism that has been written is valid. I must agree with those who remarked at what a bad reproduction the totenkopf is. Maybe you should post the other wrapper you mentioned.

This is not just a suspicious item, this is all wrong, materials, insignia, cut, work etc piece, which I even can't say- tunic. It's ugly, even for reenactors

Judging by the lapels and position of the button holes, it seems to be
a reworked WWII Brtish/Canadian Navy greatcoat - especially
with the hook and catch at the neck.........
