I very strongly doubt that it has any connection with the SS, as the skull looks like no pattern officially used by the SS.
My gut feeling is that this one of the numerous variants of the Totenkopfschwimmerabzeichen [Death's Head Swimmer Badge], an unofficial swimming badge with a long tradition, which is awarded for swimming at least one hour (originally in the open sea, these days usually in swimming pools).

I concur with those who say this has nothing to do with the SS. If it is not a patch for a swimming organization, it is a fantasy design to fool novice collectors as being SS. The construction of this piece does not resemble anything I have encountered in the 3rd Reich era.

I'm sure i will be ridiculed for this.But i'm sure i remember seeing one or something very similar on the WAF im sertain it was something to do with swimming.I can't quite remember if it was deemed real or not.Dont throw it away just yet i will try to find the thread on the WAF if i can.
