An original item. Apropos the fears above about the paper tag, many of you talk yourself into "flaws" that have no basis in reality. This syndrome arises from the ignorance of many who post on sites who: a.) have no authentic SS regalia; and b.) engage in the monkey see, monkey do of the bad behavior manifest on especially the other site. These false negative posts are too common. They indimitate the innocent, not the least to scare them away. There is some merit in isolating one's self from the blather on these sites and concentrating on real material. It is sickening to see real SS material derided as fake for some bogus reason.
Yours is a rare and real item. The paper tag likely fell off and got glued back on in an odd spot. Stranger things have happened.
Robert Hassler had a number of these and Peter Jenkins had a black uniform from the Lehrsturm that I should have bought. It has or had this very same Aermelstreifen on it.
My enclosure is of a tunic I owned that when on to become famous and very costly. It had a woven wire cuff title.

very nice cuffband, later style with runes is quite a bid harde to find.
