The eagle in question is a fake/reproduction. There's a guy on iOffer selling an eagle just like that, along with a fake SS Germanic proficiency badge and a bunch of hideous reproduction cap skulls (M1/27, SS 633/41, SS 405/42, etc. ). Here's an authentic eagle, for comparison:
