SS Sleeve Eagle for review

Would like to get some thought on this Sleeve Eagle.

Not in my wheelhouse or particular field of collecting. I can't recall when or where I got this.. But it has been a few years now..

Looking through Bando's SS Book and here it appears to be a flat wire type..

I have a few other items that I will post a little later on, perhaps tomorrow..
