In my opinion it`s a fantasy item for opening letters.
It has nothing to do with SS.

SS can stand for many things. Maybe a club or a company or maybe someones initials. It´s not the typical lightning SS letters so my guess is that it´s not meant to even look like SS militaria.

But seriously, I agree to what was said: This is a letter opener which is either a post-war fantasy item or whose inscription means something other than "Schutzstaffel".

In any case, it is certainly not from "the" SS.
