The number is not a proper RZM code marking. Books can also have mistakes. These can be by accident or on purpose. Regardless, if you thought you already knew the answer, why ask the question?
The English picture book of recent date on the "Allgemeine SS" whereby the SSTV, the SSVT, and the SD etc are included, contains many mistakes in addition to having a lot of valuable material. Robin Lumsden's books, though, are superior to the person whose name I shall not deploy.
The latter took images from this website without crediting them, either.
The editorial process on many collector regalia books is pretty iffy, truth be told.
This comment is not the cheapo, jealous gripe of the illiterate mass, as I actually write for a living.
Bob Coleman has real, serious SS flags in his collection.
