It has all of the characteristics of the late 60's Alteste fake hats. many of these reproduction caps actually bore real insignia, which was still available at that time in Germany from surplus supplies. A probable reason why the eagle and skull are gone.

You want one of these....but the devil is in the detail, and if you have not examine the original specimen, then this better make of fake is tricky. But the interior looks like a Bundeswehr rig of the 1960s.

This piece is owned by my fine colleague in Texas, and he is justly proud of it.
