It is a fantasy piece using a Heer M-43 cap edelweiss on some fake, or non German, patch.

Yeah, my thoughts as well. But what the heck were they trying to do Bob? Create a metal 22nd Maria Theresia piece or something to that effect?

I would say no, as Maria Theresia had a cornflower, not an Edelweiß as its collar patch emblem.
Apparently, what this thing is trying to be is the collar patch worn by certain Austrian Allgemeine SS formations. See here: Collar tab 87 ????
