Can it be that the black velvet band is applied in a later time? I personally don’t like that the velvet band shows any borders on the lower back of the borders. The velvet band fit’s in general not very well in my opinion.
The scull is also a bit tricky, clear water damage and far gone (if it is found into the earth), very hard to judge for me. Can be original but I simply can't say. What I can see is that the insignia have suffer much more that the very fragile velvet band what give me also a bad feeling if it is not put together.
I'm the last who want to spoil the fun, because I like a lot of things other collecters don't like, but I have seen better caps burned down in the past.

Couldn't it be an imperial German ww1 cap with later applied SS insignia?!? I had one similar cap, with a blue cap-band (for veterinarian) very similar in construction and colours (except having a blue band). They also existed with black velvet band, for Artillerie, Pioniere and Verkehrstruppen officer's:

I do not want to be pessimistic, but you should check that possibility, too.
