This document makes reference to the VA SS quarter master system in intriguing ways I had not seen, in my limited reading of the documents.

Re.: Free provision of items of clothing to staff members.
1.) Effective immediately, the practice of providing items of clothing and equipment to staff members free of charge and on loan is prohibited. Therefore, there will be no more issuing of drill office tunics, either. Staff members have to acquire those from the Reichszeugmeisterei
or other licensed companies at their own expense.
2.) The items issued up until now may be kept by the staff members if their necessity for official use is substantiated. However, they have to be precisely registered and accounted for in compliance with SS service regulation no. 17.
3.) Exempt from the above prohibition are:
a) 1 earth grey uniform (tunic and boot-cut pants), 1 pair of boots, 1 field cap for those NCOs and men who participate in ordered drill duty. This exception does not apply to officers.
b) Tornister packs and other items of equipment for special exercises (pack march etc.). However, these are to be issued on a case-by-case basis and to be taken back into the stocks after completion.
c) Special items of clothing for technical service upon application and after endorsement by the Head of SS Administration.
