A crossed-pick-and-shovel device was used for the collar patches of SA and SS engineer [Pionier] elements.
Metal devices were used on SA collar patches, although I wouldn't completely rule out early use on SS collar patches as well.
However, this one is the rank side collar patch, so I suspect the device has no business being on it and was added post-war. (If the device and patch as such are authentic, on which I cannot comment.)
Looks similar to a SS-Engineer unit (SS-Pioniereinheiten) collar , but I believe they were woven not a metal emblem .
