Certainly not Prussian. The state cockade on the cap band is for Bavaria.
(By the way, Zweibrücken in the Pfalz - the manufacturer's seat - is now a part of the state of Rheinland-Pfalz [Rhineland-Palatinate], but at the time it was a part of the Kingdom of Bavaria.)

I believe it's a cap for a Krankenwärter (medical attendant) but the black velvet band is a puzzle because it denotes Officer grade. Not sure if there were Officer medical attendants?

The sweat diamond indicates that it is a postwar cap, most likely from the 1930s or later. I don't believe it is military, but rather some sort of official's cap.
