Hi John, what you describe here is called a "frozen pommel" for some reason some pommels are locked and will not be able to remove from the tang.
Early Alcoso army daggers are well known for their frozen pommels.

Only way to stop the movement is to put something between the shoulders of the tang and the crossguard ( i would try a plastic handle of a spoon) it bends easily will not rust and can be placed under the leather washer.

Great news. Glad it worked and that I could help. Nice thing about a match stick or toothpick is that it is a soft wood and can be easily compressed versus metal or plastic shims.
