It's neither for political leaders, nor is it for the SA or the NSKK: This type of button was worn by government officials.

Thanks for the correction HPL. I wasn't sure of the SA or NSKK attribute but I couldn't find a photo of one on a tunic. Once again a wealth of knowledge and an invaluable asset to this forum. Thanks once more. An example from collectors guild. Kindest regards.
