This is some post war maybe ? civilian cap IMO. It has no piping on the lower cap band which may indicate a forestry or some othe civic organisation. Tthere is also another soft cap on German e bay at the moment which looks like a civilian make with RW insignia added (incorrectly !)
Being sold as Stahlhelm--it is a postwar West German visor:

Hat is definitely pre-WW2, but it looks more like a TR-era WSP visor than Reichsmarine (in any event, if Reichsmarine, it should not have a cockade.)
