The Teno man is technically a civilian as he is not a member of the Wehrmacht. I can not tell what uniform the man is wearing in the second picture but once again, it would be a civilian based organization. It would make no sense to have a member of the Wehrmacht wear an armband identifying himself as belonging to the Wehrmacht when he is already wearing a military uniform!
The printed armband with the "DW" on it is a total fantasy design.

Thanks for clearing this up, Bob. I was curious about this. These men looked like soldiers to me, or at least the second man. I'm still learning about the TeNo.
