The badges and also the cuff-title were anyway created in fall 1933,
as this is obvious from the note as shown here:
The note is from the magazine "Sport und Arbeitsdienst", the precursor
for the later "Schwert und Spaten" number 4 from October 15, 1933
page 17. So just after the announcement for the creation in September.
For those not knowing the PPD abbreviation. This stands for "Preussische
Pressedienst der NSDAP".

That one says:
"Commemorative Badges for the Labor Service.
Anhalt was the first state that ran the volunteer labor service as a state institution. In memory of this, the PPD has reported, two commemorative badges have now been created; a badge that is exclusively awarded to members of the former Anhaltinian State Labor Service as well as a cuff title that is to be worn on the tunic sleeve and which consists of a green silk ribbon with red borders and the silver lettering "Anhalt".

Yes, it would be in fact silver grade badge. I must say that I have yet to come across its bronze counterpart.
Or have I.
Here's one that sold a while back with its paperwork. The document clearly states the award to be a bronze grade but look at the badge. Doesn't look very bronze to me..
cheers

In an early note I noted the bronze form. Occasionally it is said there was an iron form,
which is not correct.
During a search for specific information I found a note in the "Uniformen-Markt", nr.7
from April 1, 1941 (page 68). A small publication described the "how and what" for this
decoration.
A short note tells us why some look iron: "die Abzeichen in Bronze sind fast eisenfarbig
oxydiert". So, the bronze material did oxidize into an iron look! Further is noted there is
a slight difference between the one without and with 1932. The "ring" in the middle is
said to be different!!
See the dates mentioned, as well as the sizes and a vertical safety-pin was at the reverse.
If the title for this decoration indeed was changed from Arbeits-Erinnerungszeichen into
Arbeitsdienst-Erinnerungskeuz as specified in nr.12 from "UM" from June 15, 1941
is possible. It was anyway planned, but for that the directives had to be changed!
