It's a membership badge for the "Reichsverband für die Zucht und Prüfung deutschen Warmbluts" [National Association for the breeding and testing of German Throughbreds].

This would not have been authorized for wear on uniforms.

(It is, of course, designed to be worn in the buttonhole of a civilian suit's lapel.)
