It's for wear on the peaked cap of the DAF's Werkscharen, more specifically, for higher ranks of the Werktrupp as well as for honorary members.

From the research that I have done it seems that there are two different grades...The gold and the silver and both examples could come in metal as well as the cloth versions.
All I need is a golden embroidered eagle to go with it!

From the research that I have done it seems that there are two different grades...The gold and the silver and both examples could come in metal as well as the cloth versions.
That's right:
Silver metal wreath = Werkschar men of the Stoßtrupp of ranks up to and including Rottenführer
Silber embroidered wreath = Werkschar leaders of the Stoßtrupp ranked Werkscharmeister or higher
Gold metal wreath = Werkschar men of the Werktrupp of ranks up to and including Rottenführer
Gold embroidered wreath = Werkschar leaders of the Werktrupp (= Betriebsblock-, Betriebszellen- and Betriebsobmann, DAF officials/ -functionaries) and Ehrenwerkscharmänner.
