No, as it is lacking the laurel branch / oakleaves wreath. I would guess this to be a generic NSRL members'/functionaries' patch for wear on sports clothing, but am not 100 % certain on this.
The ones worn on the jacket of the sportsman in the background photo, however, definitely are silver and/or gold grades of this badge, as we can tell from the full wreathes.
I was in a bit of a hurry this morning, but here is the relevant information from Dr. Doehle's period reference work "Die Auszeichnungen des Großdeutschen Reiches" on these NSRL badges, translation and footnotes by me:
"Instituted by the Reichssportführer*) in his capacity as the head of the NS.-Reichsbund für Leibesübungen**), these badges are awarded for top performances in sports and for successful participation in sports competitions. Bestowal is undertaken by the Nationalsozialistischer Reichsbund für Leibesübungen, namely
1. as a Leistungsabzeichen***) in bronze, with or without the year
2. as a Leistungsabzeichen in silver, with or without the year
3. as a Meisterschaftsabzeichen****) in gold with the year
The badge, a stickpin, shows the Reichsbund's eagle with a laurel branch (bronze) or an oak leaves wreath (silver and gold) and, if appropriate, the year.
The bronze Leistungsabzeichen with year is bestowed for achieving the annually announced minimum achievements in one of the main categories of sport. Authorization for wear is for one year. Upon attainment for the fourth time, it is issued without the year and with authorization for permanent wear.
The silver Leistungsabzeichen, along with a cloth badge for sports clothing, is bestowed for belonging to the German top class. Proof of belonging is made
a) by participation in a final contest or final match for the German championship in the various sports,
b) by repeatedly representing Germany in international tournaments.
In case of a), it is awarded with the year; the stickpin may be worn permanently, the cloth badge only until announcement of the next year's contestants.
In case of b), it is awarded without the year. Stickpin and cloth badge may be worn permanently.
The golden Meisterschaftsabzeichen is also bestowed, along with a cloth badge for sports clothing, for individual championships and team championships. The stickpin may be worn permanently, the cloth badge until announcement of next year's German champions."
